Signing a voluntary exit does not release the stake; it books a place in a queue that can be reported for up to 256 epochs — about 27 hours — before the withdrawal is paid.
A voluntary exit is a signed message, and signing it changes the validator's status, not its balance. The ETH stays exactly where it is until the queue has been served.
The queue is the wait. Once the exit is queued the validator is reported in the exit queue for up to 256 epochs, about 27 hours, before the withdrawal is actually paid out — so the honest answer to when the ETH comes back is measured in epochs, not minutes.

Convert with the epoch constant: 8,192 slots of 12 seconds each is 98,304 seconds, about 27.3 hours. Every stage of the exit — reporting, queuing, payout — is scheduled against that unit.
Two other paths end in the same queue. A validator whose effective balance falls to 32 ETH is queued for exit automatically, which is why silent validators eventually leave the active set instead of sitting at zero; and a slashed validator is queued for a 2-epoch exit once the offence is proven.
Nothing speeds a voluntary exit up. The operator's only real choice is timing — sign when both clients are healthy and inside the weak subjectivity window, about 27 hours, so the exit is broadcast on the canonical chain and enters the queue without dispute.
